c. Find no reason to believe that Hillary Rodham Clinton, Hillary for America and Jose H. Villarreal in his official capacity as treasurer, and Ready PAC and Amy Wills Gray in her official capacity as treasurer violated 52 U.SC. § 30116(a), (f) by making and knowingly accepting excessive contributions in connection with coordinated communications.
d. Sever the allegation that Hillary Rodham Clinton, Hillary for America and Jose H. Villarreal in his official capacity as treasurer, and Correct the Record and Elizabeth Cohen in her official capacity as treasurer violated 52 U.S.C. § 30116(a), (f) by making and knowingly accepting excessive contributions in connection with coordinated communications, and merge it with MURs 6940, 7097, 7146, 7160, and 7193.
The Commission failed by a vote of 2-2 to:
a. Find no reason to believe that Hillary Rodham Clinton violated 52 U.S.C. § 30102(e)(1) by failing to timely file her Statement of Candidacy.

Villarreal in his official capacity as treasurer, and Correct the Record and Elizabeth Cohen in her official capacity as treasurer violated 52 U.S.C. § 30116(a), (f) by making and knowingly accepting excessive contributions in connection with coordinated communications.
e. Find reason to believe that Hillary for America and Jose H. Villarreal in his official capacity as treasurer, Ready PAC and Amy Wills Gray in her official capacity as treasurer, and an unknown respondent violated 52 U.S.C. § 30116(a), (f) by making and knowingly accepting an excessive contribution in connection with Ready PAC’s email list.
f. Approve the Factual and Legal Analyses, as recommended in the First General Counsel’s Report dated May 18, 2017, subject to the edits circulated by Commissioner Weintraub’s Office on February 4, 2019.
g. Authorize the use of compulsory process.
