DISPOSITION: The Commission decided by a vote of 5-0 to: a. Dismiss the allegation that Illinois Families First and Kristin Kolehouse in her official capacity as treasurer violated 52 U.S.C. § 30120(a) and (d)(2) and 11 C.F.R. § 110.11(b)(3) and (c)(4). b. Dismiss the allegation that Kinzler for Congress and Raj P. Thakral in his official capacity as treasurer violated 52 U.S.C. § 30120(a) and (d)(1)(A) and 11 C.F.R. § 110.11(b)(1) and (c)(3). c. Find no reason to believe that Illinois Family First and Kristin Kolehouse in her official capacity as treasurer violated 52 U.S.C. § 30104(b)(3) by failing to report contributions. d. Find no reason to believe that Illinois Family First and Kristin Kolehouse in her official capacity as treasurer violated 52 U.S.C. § 30104(g)(1)(B) by failing to file an additional 24-Hour report. e. Dismiss the allegation that Illinois Families First and Kristin Kolehouse in her official capacity as treasurer violated 52 U.S.C. § 30104(b)(6)(B) and 11 C.F.R. § 104.3(b)(1)(i) and (3) by failing to report operating expenditures. f. Find no reason to believe that Illinois Families First and Kristin Kolehouse in her official capacity as treasurer violated 52 U.S.C. § 30116(a). g. Find no reason to believe that Kinzler for Congress and Raj P. Thakral in his official capacity as treasurer violated 52 U.S.C. § 30116(f). h. Approve the appropriate letters.
The Commission failed by a vote of 2-3 to: a. Dismiss the allegation that Illinois Families First and Kristin Kolehouse in her official capacity as treasurer violated 52 U.S.C. § 30120(a) and (d)(2) and 11 C.F.R. § 110.11(b)(3) and (c)(4) and send a letter of caution. b. Dismiss the allegation that Kinzler for Congress and Raj P. Thakral in his official capacity as treasurer violated 52 U.S.C. § 30120(a) and (d)(1)(A) and 11 C.F.R. § 110.11(b)(1) and (c)(3) and send a letter of caution. c. Dismiss the allegation that Illinois Families First and Kristin Kolehouse in her official capacity as treasurer violated 52 U.S.C. § 30104(b)(6)(B) and 11 C.F.R. § 104.3(b)(1)(i) and (3) by failing to report operating expenditures and send a letter of caution. d. Dismiss the allegation Illinois Family Action violated 52 U.S.C. § 30118(a). e. Approve the Factual and Legal Analyses, as recommended in the First General Counsel's Report dated October 6, 2016, subject to the edits circulated by Commissioner Weintraub's office on April 19, 2017 at 4:42 p.m. and April 24, 2017 at 3:25 p.m.
The Commission failed by a vote of 3-2 to: a. Find no reason to believe that Illinois Family Action violated 52 U.S.C. § 30118(a). b. Approve the Factual and Legal Analysis for Illinois Families First, as recommended in the First General Counsel's Report dated October 6, 2016. c. Approval the Factual and Legal Analyses with respect to Kinzler for Congress and Illinois Family Action, as recommended in the First General Counsel's Report dated October 6, 2016, subject to the edits circulated by Commissioner Goodman on December 2, 2016 at 5:06 p.m.
The Commission decided by a vote of 5-0 to: a. Close the file. b. Send the appropriate letters.
