1. Approve the Conservative Solutions Factual and Legal Analysis, as recommended in the Memorandum from the Associate General Counsel for Enforcement dated April 11, 2018 and as last circulated by Commissioner Weintraub’s Office on April 23, 2018 at 6:38 p.m.
2. Approve the IGX, LLC Factual and Legal Analysis, as recommended in the Memorandum from the Associate General Counsel for Enforcement dated April 11, 2018 and as last circulated by Chair Hunter’s Office on April 24, 2018 at 2:28 p.m.
3. Approve the appropriate letters.
4. Close the file.
The Commission failed by a vote of 2-2 to:
a. Find reason to believe that IGX, LLC and Andrew Duncan violated 52 U.S.C. § 30122.
b. Direct the Office of General Counsel to draft an appropriate Factual and Legal Analysis for Finding 1(a).
c. Approve compulsory process.
d. Approve the appropriate letters.
The Commission failed by a vote of 2-2 to:
a. Find no reason to believe that IGX, LLC, Andrew Duncan, and Conservative Solutions PAC and Nancy H. Watkins in her official capacity as treasurer violated 52 U.S.C. § 30122.
b. Find no reason to believe that IGX, LLC violated 52 U.S.C. §§ 30102, 30103, 30104.
c. Approve the Factual and Legal Analyses, as recommended in the First General Counsel’s Report dated October 11, 2016 as last circulated by Chair Hunter’s Office on April 9, 2018 at 5:35 p.m.
d. Close the file.
The Commission decided by a vote of 4-0 to:
a. Find no reason to believe that Conservative Solutions PAC and Nancy H. Watkins in her official capacity as treasurer violated 52 U.S.C. § 30122.
b. Find no reason to believe that IGX, LLC violated 52 U.S.C. §§ 30102, 30103, 30104.
c. Direct the Office of General Counsel to circulate an appropriate Factual and Legal Analysis.
The Commission decided by a vote of 4-0 to:
a. Close the file.
b. Send the appropriate letters.
The Commission failed by a vote of 2-0 to:
1. Find no reason to believe that Conservative Solutions PAC and Nancy H. Watkins in her official capacity as treasurer violated 52 U.S.C. § 30122.
2. Find reason to believe that IGX, LLC and Andrew Duncan violated 52 U.S.C. § 30122.
3. Find no reason to believe that IGX, LLC violated 52 U.S.C. §§ 30102, 30103, and 30104.
4. Approve the relevant sections of the Factual and Legal Analyses supporting Findings 1 and 3, as recommended in the First General Counsel’s Report dated October 11, 2016.
5. Direct the Office of General Counsel to draft an appropriate Factual and Legal Analysis for Finding 2.
6. Approve the appropriate letters.
