DISPOSITION: The Commission failed by a vote of 3-3 to: a. Find reason to believe that Jon Keyser violated 52 U.S.C. § 30125(e)(1)(A). b. Find reason to believe that Jon Keyser for Senate and Paul Kilgore in his official capacity as treasurer violated 52 U.S.C. § 30125(e)(1)(A). c. Direct the Office of General Counsel to draft the Factual and Legal Analysis consistent with these findings. d. Approve compulsory process. e. Approve the appropriate letters.
The Commission failed by a vote of 3-3 to: a. Find no reason to believe that Jon Keyser violated 52 U.S.C. § 30125(e)(1)(A). b. Find no reason to believe that Jon Keyser for Senate and Paul Kilgore in his official capacity as treasurer violated 52 U.S.C. § 30125(e)(1)(A). c. Approve the Factual and Legal Analysis as recommended in the First General Counsel's Report dated September 7, 2016. d. Approve the appropriate letters. e. Close the file.
