The Commission decided by a vote of 4-0 to approve the subpoenas and orders to Bank of Guam, U.S. Bank National Association, FirstBank, Authorize.net, First Data, Square, Inc., and Namesilo, LLC, as recommended in the Memorandum from the Acting General Counsel dated August 15, 2018.

1. Open a MUR.
2. Find reason to believe that Americans Socially United and Cary L. Peterson in his official capacity as treasurer violated 52 U.S.C. § 30104(b).
3. Find reason to believe that Cary L. Peterson, in his personal capacity, violated 52 U.S.C. § 30104(b).
4. Merge this matter with MUR 6997.
5. Approve the Factual and Legal Analysis, as recommended in the First General Counsel’s Report dated June 28, 2018.

7. Approve the appropriate letters.

1. Find reason to believe that Americans Socially United and Cary L. Peterson in his official capacity as treasurer violated 52 U.S.C. §§ 30102(c)(3), 30104(b)(3)(A), and 30124(b)(1).
2. Approve the Factual and Legal Analysis, as recommended in the First General Counsel’s Report dated January 23, 2017, as first edited by the Offices of Commissioners Hunter and Petersen on April 10, 2018, and last edited and circulated by Commissioner Weintraub on April 23, 2018 at 7:55 p.m.
3. Authorize the use of compulsory process.
4. Approve the appropriate letters.
