Close the file in this matter as to all respondents.
The Commission decided by a vote of 6-0 to: 1. Dismiss this case in an exercise of prosecutorial discretion under Heckler v. Chaney, 470 U.S. 821 (1985). 2. Direct the Office of General Counsel to draft a brief Factual and Legal Analysis that dismisses this matter in accordance with the discussion at the Table.
