Find no reason to believe that National Rifle Association of America Political Victory Fund and Mary Rose Adkins in her official capacity as treasurer or National Rifle Association Institute for Legislative Action violated 52 U.S.C. §§ 30104(b)(3)(A), 30118(b)(3)(B)-(C), 30118(b)(4)(A)(i) and 11 C.F.R. §§ 104.3(a)(4)(i), 114.5(a)(3)-(5) or 114.5(g)(1).
The Commission 2. failed by a vote of 3-3 to: a. Approve the Factual and Legal Analysis as recommended in the First General Counsel's Report dated April 4, 2016 pertaining to Recommendation No. 1.
The Commission 3. failed by a vote of 1-5 to: a. Find reason to believe that the National Rifle Association of America Political Victory Fund violated 11 C.F.R. § 102.5(a)(2). b. Direct the Office of General Counsel to revise the Factual and Legal Analysis in accordance with this finding. c. Direct the Office of General Counsel to draft a conciliation agreement with the respondents including the statutory penalty for this violation. d. Approve the appropriate letter.
The Commission 4. decided by a vote of 5-1 to: a. Dismiss with caution the allegation that National Rifle Association of America Political Victory Fund violated 11 C.F.R. § 102.5(a)(2).
