SUBJECT: Contributions-Prohibited; Foreign Nationals

DISPOSITION: The Commission decided by a vote of 6-0 to take the following actions in MURs 6931 and 6933: 1. Approve the Factual and Legal Analyses prepared by the Office of General Counsel and circulated to the Commission on November 3, 2015 as to respondents Laffen 4 Senate, Senator Lonnie Laffen, Leo Ledohowski, John Pfeffer, Governor Jack Dalrymple and Dalrymple for Governor, as recommended in the Memorandum from the Deputy General Counsel - Administration dated January 8, 2016. 2. Close the file.
The Commission decided by a vote of 6-0 to:1. Find no reason to believe that John Pfeffer violated 52 U.S.C. § 30121(a). 2. Find no reason to believe that Governor Jack Dalrymple and Dalrymple for Governor (a.k.a. Friends of Jack Dalrymple) violated 52 U.S.C. § 30121(a) in connection with a contribution by John Pfeffer. 3. Dismiss the allegations that contributions made by Leo Ledohowski and accepted by Senator Lonnie Laffen, Laffen 4 Senate, Governor Jack Dalrymple, and Dalrymple for Governor (a.k.a. Friends of Jack Dalrymple) violated 52 U.S.C. § 30121(a). 4. Dismiss the allegations that a contribution made by Dean Potter and accepted by ND Oil PAC violated 52 U.S.C. § 30121(a). 5. Approve the Factual and Legal Analysis as recommended in the General Counsel's Report dated October 30, 2015, as last circulated by Commissioner Hunter's Office on December 10, 2015 at 9:57 A.M. 6. Approve the appropriate letters.
