DISPOSITION: The Commission decided by a vote of 5-1 to take the following actions in MUR 6919: 1. Accept the signed conciliation agreement with Francisco Canseco and Canseco for Congress and Randy Blair in his official capacity as treasurer, as recommended in the Memorandum from the Acting General Counsel dated April 14, 2016 . . . REDACTED . . . 2. Approve the appropriate letter. 3. Close the file.
The Commission decided by a vote of 4-2 to take the following actions in MUR 6919: 1. Accept the signed conciliation agreement with Jorge Canseco and Inmuebles Casa, S.A. de C.V., as recommended in the Memorandum from the Associate and Deputy Associate General Counsel for Enforcement dated August 12, 2015. 2. Approve the appropriate letter. 3. Close the file as to Jorge Canseco and Inmuebles Casa, S.A. de C.V.
The Commission decided by a vote of 6-0 on an amended pre-meeting tally, to: 1. Open a MUR. 2. Find reason to believe Canseco for Congress and Randy Blair in his official capacity as treasurer violated 52 U.S.C. § 30121 (formerly 2 U.S.C. § 441e) by receiving a foreign national contribution. 3. Find reason to believe Canseco for Congress and Randy Blair in his official capacity as treasurer violated 52 U.S.C. § 30116(f) (formerly 2 U.S.C. § 441a(f)) by knowingly receiving excessive contributions. 4. Find reason to believe Canseco for Congress and Randy Blair in his official capacity as treasurer violated 52 U.S.C. § 30104(b) (formerly 2 U.S.C. § 434(b)) by misstating its financial activity for calendar years 2009 and 2010. 5. Find reason to believe Rod Lewis violated 52 U.S.C. § 30116(a) (formerly 2 U.S.C. § 441a(a)) by making an excessive contribution to the Committee. 6. Find reason to believe Inmuebles Caza, S.A. de C.V. violated 52 U.S.C. § 30121 (formerly 2 U.S.C. § 441e) by making a foreign national contribution. 7. Find reason to believe Francisco Canseco violated 52 U.S.C. § 30121 (formerly 2 U.S.C. § 441e) by soliciting, accepting, or receiving a foreign national contribution. 8. Find reason to believe Francisco Canseco violated 52 U.S.C. § 30116(f) (formerly 2 U.S.C. § 441a(f)) by knowingly accepting excessive contributions. 9. Find reason to believe Jorge Canseco violated 52 U.S.C. § 30121 (formerly 2 U.S.C. § 441e) by soliciting, accepting, or receiving a contribution by a foreign national. 10. Take no action against Canseco Investments, Ltd. 11. Approve the Factual and Legal Analyses, as recommended in the First General Counsel's Report dated February 24, 2015. 12. Enter into conciliation with the Canseco for Congress and Randy Blair in his official capacity and Francisco Canseco prior to a finding of probable cause to believe and approve the Conciliation Agreement, as recommended in the First General Counsel's Report dated February 24, 2015. 13. Enter into conciliation with Inmuebles Caza, S.A. de C.V. and Jorge Canseco prior to a finding of probable cause to believe and approve the Conciliation Agreement, as recommended in the First General Counsel's Report dated February 24, 2015. 14. Enter into conciliation with Rod Lewis prior to a finding of probable cause to believe and approve the Conciliation Agreement, as recommended in the First General Counsel's Report dated February 24, 2015. 15. Approve the appropriate letters.
