DISPOSITION: The Commission failed by a vote of 2-2 to:
a. Find reason to believe The Fund for Louisiana’s Future and Charles R. Spies in his official capacity as treasurer violated 52 U.S.C. § 30125(e).
b. Find reason to believe David Vitter for U.S. Senate and William Vanderbrook in his official capacity as treasurer violated 52 U.S.C. violated 52 U.S.C. § 30125(e).
c. Find reason to believe David Vitter violated 52 U.S.C. § 30125(e).
d. Take no action at this time as to Lisa Spies.
e. Take no action at this time as to Courtney Guastella.
f. Approve the Factual and Legal Analyses, as recommended in the First General Counsel’s Report dated September 7, 2017.
g. Approve the use of compulsory process in this matter, including the issuance of interrogatories, document subpoenas, and deposition subpoenas, as necessary.
h. Approve the appropriate letters.
The Commission decided by a vote of 4-0 to:
a. Close the file.
b. Send the appropriate letters.
The Commission decided by a vote of 4-1 to direct the Office of General Counsel to send the letter that has been circulated amongst Commissioners and has been edited, and that it include the further edit that was suggested by Commissioner Weintraub in an email sent December 5, 2017.
