DISPOSITION: The Commission failed by a vote of 3-3 to: a. Find no find reason to believe that Hillary Clinton violated 52 U.S.C. § 30102(e)(1) (formerly 2 U.S.C. § 432(e)(1)) by failing to register with the Commission as a candidate. b. Find no reason to believe that Ready for Hillary PAC and Amy Wills Gray in her Official Capacity as Treasurer violated 52 U.S.C. §§ 30102(e)(1) and 30103(a) (formerly 2 U.S.C. §§ 432(e)(1) and 433(a)) by failing to register with the Commission as Hillary Clinton?s authorized committee. c. Find no reason to believe that that Ready for Hillary PAC and Amy Wills Gray in her Official Capacity as Treasurer violated 52 U.S.C. § 30102(e)(3)(A) (formerly 2 U.S.C. § 432(e)(3)(A)) by serving as Hillary Clinton?s authorized committee. d. Find reason to believe that Ready for Hillary PAC and Amy Wills Gray in her Official Capacity as Treasurer violated 52 U.S.C. § 30104(b) (formerly 2 U.S.C. § 434(b)). e. Take no action at this time with respect to the allegation that Ready for Hillary PAC and Amy Wills Gray in her Official Capacity as Treasurer, Hillary Clinton, and Friends of Hillary and Shelly Moskwa in her Official Capacity as Treasurer violated 11 C.F.R. §§ 100.72(a) and 101.131(a) by accepting or authorizing the receipt of excessive and prohibited contributions. f. Find no reason to believe that Ready for Hillary PAC and Amy Wills Gray in her Official Capacity as Treasurer failed to state that the January 5, 2014, ?Free Hillary Clinton Bumper Sticker? e-mail was authorized by Hillary Clinton in violation of 52 U.S.C. § 30120 (formerly 2 U.S.C. § 441d). g. Take no action at this time with respect to the allegation that Ready for Hillary PAC and Amy Wills Gray in her Official Capacity as Treasurer failed to state that the January 5, 2014, ?Free Hillary Clinton Bumper Sticker? e-mail was authorized by Friends of Hillary in violation of 52 U.S.C. § 30120 (formerly 2 U.S.C. § 441d). h. Authorize the use of compulsory process in this matter, as necessary. i. Approve the Factual & Legal Analyses, as recommended in the First General Counsel?s Report dated September 17, 2014. j. Approve the appropriate letters.

Find no reason to believe that Ready for Hillary PAC and Amy Wills Gray in her Official Capacity as Treasurer failed to state that the January 5, 2014, ?Free Hillary Clinton Bumper Sticker? e-mail was authorized by Hillary Clinton in violation of 52 U.S.C. § 30120 (formerly 2 U.S.C. § 441d). e. Dismiss the allegation that Ready for Hillary PAC and Amy Wills Gray in her Official Capacity as Treasurer violated 52 U.S.C. § 30104(b) (formerly 2 U.S.C. § 434(b)). f. Dismiss the allegation that Ready for Hillary PAC and Amy Wills Gray in her Official Capacity as Treasurer failed to state that the January 5, 2014, ?Free Hillary Clinton Bumper Sticker? e-mail was authorized by Friends of Hillary in violation of 52 U.S.C. § 30120 (formerly 2 U.S.C. § 441d). g. Find no reason to believe that Ready for Hillary PAC and Amy Wills Gray in her Official Capacity as Treasurer, Hillary Clinton, and Friends of Hillary and Shelly Moskwa in her Official Capacity as Treasurer violated 11 C.F.R. §§ 100.72(a) and 101.131(a) by accepting or authorizing the receipt of excessive and prohibited contributions. h. Approve the Factual & Legal Analyses, as recommended in the First General Counsel?s Report dated September 17, 2014 subject to the edits circulated by the Republican Commissioners on February 10, 2015. i. Approve the appropriate letters.
The Commission decided by a vote of 6-0 to: a. Find no find reason to believe that Hillary Clinton violated 52 U.S.C. § 30102(e)(1) (formerly 2 U.S.C. § 432(e)(1)) by failing to register with the Commission as a candidate. b. Find no reason to believe that Ready for Hillary PAC and Amy Wills Gray in her Official Capacity as Treasurer violated 52 U.S.C. §§ 30102(e)(1) and 30103(a) (formerly 2 U.S.C. §§ 432(e)(1) and 433(a)) by failing to register with the Commission as Hillary Clinton?s authorized committee. c. Find no reason to believe that that Ready for Hillary PAC and Amy Wills Gray in her Official Capacity as Treasurer violated 52 U.S.C. § 30102(e)(3)(A) (formerly 2 U.S.C. § 432(e)(3)(A)) by serving as Hillary Clinton?s authorized committee. d. Find no reason to believe that Ready for Hillary PAC and Amy Wills Gray in her Official Capacity as Treasurer failed to state that the January 5, 2014, ?Free Hillary Clinton Bumper Sticker? e-mail was authorized by Hillary Clinton in violation of 52 U.S.C. § 30120 (formerly 2 U.S.C. § 441d). e. Approve the Factual and Legal Analysis for Ready for Hillary PAC and Amy Wills Gray in her Official Capacity as Treasurer as recommended in the First General Counsel?s Report dated September 17, 2014, subject to the edits circulated by Chair Ravel?s Office on February 10, 2015, and as edited on page 4 at the Table; and authorize the Office of General Counsel to make corresponding edits to the Factual and Legal Analysis as recommended in the First General Counsel?s Report dated September 17, 2014 for Hillary Clinton and Friends of Hillary and Shelly Moskwa in her Official Capacity as Treasurer. f. Send the appropriate letters. g. Close the file.
