COMPLAINANT:

DISPOSITION: The Commission decided by a vote of 4-0 to take the following actions in MUR 6766: 1. Substitute the name of Tami White, as appropriate, in place of “Unknown Person D”. 2. Substitute the names of Jerome P. Rowan and Rowan International, LLC, as appropriate, in place of “Unknown Person E” and “Unknown Person E’s Corporation,” respectively, in the Commission’s previous finding of reason to believe that Unknown Person E and Unknown Person E’s Corporation each violated 52 U.S.C. § 30118. 3. Substitute the names of Gregory B. Calhoun and Calhoun Enterprises, Inc., as appropriate, in place of “Unknown Person F” and “Unknown Person F’s Corporation,” respectively, in the Commission’s previous finding of reason to believe that Unknown Person F and Unknown Person F’s Corporation each violated 52 U.S.C. § 30118. 4. Take no further action against Gregory B. Calhoun and Calhoun Enterprises, Inc., Jesse Jackson, Jr., Jesse Jackson, Jr. for Congress and Jesse Jackson, Jr. in his official capacity as treasurer, Sandra Jackson, Terri Jones, Vickie Pasley, Jerome P. Rowan, and Rowan International, LLC. 5. Approve the appropriate letters. 6. Close the file.
The Commission decided by a vote of 6-0 to: 1. Open a Matter Under Review in Pre-MUR 554. 2. Open a Matter Under Review in RAD Referral 13L-12. 3. Merge the Matter Under Review opened in Pre-MUR 554 with the Matter Under Review opened in RAD Referral 13L-12. 4. Find reason to believe that Jesse Jackson, Jr. knowingly and willfully violated 2 U.S.C. §§ 439a and 441b, as well as 11 C.F.R. § 113.1(g). 5. Find reason to believe that Jesse Jackson, Jr. for Congress and Jesse Jackson, Jr. in his official capacity as treasurer knowingly and willfully violated 2 U.S.C. §§ 434(b), 439a, and 441b, as well as 11 C.F.R. §§ 104.3 and 113.1(g). 6. Find reason to believe that Sandra Jackson knowingly and willfully violated 2 U.S.C. § 439a and 11 C.F.R. § 113.1(g). 7. Find reason to believe that Terri Jones knowingly and willfully violated 2 U.S.C. §§ 432(b)(3), 432(c), 434(b), and 439a, as well as 11 C.F.R. §§ 102.15 and 113.1(g). 8. Find reason to believe that Vickie Pasley violated 2 U.S.C. §§ 432(c) and 434(b). 9. Find reason to believe that Unknown Person E and Unknown Person E’s Corporation each violated 2 U.S.C. § 441b. 10. Find reason to believe that Unknown Person F and Unknown Person F’s Corporation each violated 2 U.S.C. § 441b. 11. Approve the Factual and Legal Analyses, as recommended in the First General Counsel’s Report dated November 12, 2013. 12. Authorized the use of compulsory process as necessary. 13. Approve the appropriate letters.
