DISPOSITION: The Commission decided by a vote of 6-0 to: 1. Close the file. 2. Send the appropriate letters.
The Commission failed by a vote of 3-3 to: a. Find reason to believe that Crossroads GPS violated 52 U.S.C. § 30104 (formerly 2 U.S.C. § 434) as a political committee that failed to disclose the communications at issue in this matter in its disclosure reports. b. Find reason to believe that Crossroads GPS violated 52 U.S.C. § 30120 (formerly 2 U.S.C. § 441d) by failing to provide the appropriate disclaimer on the communications at issue in this matter.
The Commission failed by a vote of 3-3 to: a. Find no reason to believe that Crossroads Grassroots Policy Strategies violated 52 U.S.C. § 30104 and 11 C.F.R. § 109.10(c). b. Find no reason to believe that Crossroads Grassroots Policy Strategies violated 52 U.S.C. § 30120 and 11 C.F.R. § 110.11(a)(2). c. Approve the Factual and Legal Analysis as recommended in the First General Counsel's Report dated February 25, 2013, and as circulated at the Table on November 17, 2015. d. Approve the appropriate letter. e. Close the file.
