SUBJECT: Contributions-Prohibited; Expenditures-Limits; Solicitation

DISPOSITION: The Commission decided by a vote of 6 - 0 to take the following actions in MUR 6122:1. Find no reason to believe that the National Association of Homebuilders violated 2 U.S.C. § 441b(a) by making prohibited in-kind contributions.2. Find no reason to believe that Gary Miller for Congress and Cathleen Miller, in her official capacity as Treasurer, violated 2 U.S.C. §§ 441b(a) and 434(b) by accepting and failing to report in-kind contributions.3. Approve the Factual and Legal Analysis, as recommended in the First General Counsel's Report dated June 29, 2009, subject to the revisions previously circulated to the appropriate Commission staff and pursuant to the meeting discussion.4. Approve the appropriate letters.5. Close the file.
