DISPOSITION: The Commission decided by a vote of 6 - 0 to take the following actions in MUR 6066: 1. Dismiss as a matter of prosecutorial discretion and issue a letter of caution, using language proposed by the Office of General Counsel pursuant to the meeting discussion, to Karen Hartley-Nagle for Congress and Brenda L. Irwin, in her official capacity as treasurer, in connection with a violation of 2 U.S.C. § 434(a). 2. Find no reason to believe that Karen Hartley-Nagle for Congress and Brenda L. Irwin, in her official capacity as treasurer, violated 2 U.S.C. § 434(b). 3. Find no reason to believe that Karen Hartley-Nagle violated the Federal Election Campaign Act of 1971, as amended, in connection with the allegations in this matter. 4. Dismiss as a matter of prosecutorial discretion and issue a letter of caution, using language proposed by the Office of General Counsel pursuant to the meeting discussion, to Friends for Mike Miller and Denise Diane Miller, in her official capacity as treasurer, in connection with a violation of 2 U.S.C. § 434(a). 5. Find no reason to believe that Micheal C. Miller violated the Federal Election Campaign Act of 1971, as amended, in connection with the allegations in this matter. 6. Approve the Factual and Legal Analyses, as recommended in the First General Counsel's Report dated January 16, 2009, subject to revision pursuant to the meeting discussion. 7. Approve the appropriate letters. 8. Close the file.
