DISPOSITION: The Commission decided by a vote of 5-0 to take the following actions in MURs 5607 and 5687:1. Accept the conciliation agreement with Socas for Congress and Andrew T. O?Dell, in his official capacity as Treasurer, and James R. Socas, as recommended in the General Counsel?s Report #2 dated March 6, 2006.2. Close the file.3. Approve the appropriate letter, as recommended in the GeneralCounsel?s Report #2 dated March 6, 2006.
The Commission decided by a vote of 5-0 to take the following actions in MUR 5607 and RAD Referral 05L-58: Open a MUR in connection with RAD Referral 05L-58 and merge into MUR 5607. 2. Find reason to believe that Socas for Congress and Andrew T. O'Dell, in his official capacity as Treasurer, violated 2 U.S.C. § 441a-1(b)(1)(C) and 11 CFR § 400.21(b). 3. Find reason to believe James R. Socas violated 2 U.S.C. § 441a-1(b)(1)(C) and 11 CFR § 400.25. 4. Find reason to believe that Socas for Congress and Andrew T. O'Dell, in his official capacity as Treasurer, violated 2 U.S.C. § 441a-1(b)(1)(D) and 11 CFR § 400.22(b). 5. Find reason to believe James R. Socas violated 2 U.S.C. § 441a-1(b)(1)(D) and 11 CFR § 400.25. 6. Find reason to believe that Socas for Congress and Andrew T.
