DISPOSITION: The Commission decided by a vote of 6-0 to approve the Factual and Legal Analysis, as recommended in the General Counsel's Memorandum dated December 11, 2006.
The Commission decided by a vote of 6-0 to take the following actions in MURs 5511 and 5525:
1. Accept the conciliation agreement with Swift Boat Veterans and POWs for Truth, as recommended the General Counsel?s Report #3 dated December 4, 2006.
2. Take no further action with respect to the Alachua Bush-Cheney Committee, Roy Hoffman, Charles Plumly, Alvin Horne, John O?Neill, Bob Perry, Harlan Crow,
Merrie Spaeth, Bill Lannom, William Franke, and Weymouth Symmes.
3. Approve the appropriate letters.
4. Close the file.
The Commission decided by a vote of 6-0 to take the following actions in MURs 5511 and 5525: 1)................REDACTED.................................. 2)...........................REDACTED........................... 3) Take no further action as to allegations that Swift Boat Veterans and POWs for Truth made excessive in-kind contributions in the form of coordinated expenditures. 4) Take no further action as to allegations that Bush-Cheney 04, Inc. and Salvatore Purpura, in his official capacity as treasurer, knowingly accepted excessive in-kind contributions in the form of coordinated expenditures, and close the file with respect to this Respondent. 5) Close the file with respect to the Alachua County Republican Party, the Republican National Committee and Bob Kjellander, in his official capacity as treasurer, George W. Bush, Dick Cheney, Karl Rove, and Kenneth Cordier. 6) Approve the appropriate letters.

Find reason to believe that Swift Boat Vets and POWs for Truth violated 2 U.S.C. §§ 433, 434, 441a(f), and 441b(a) by failing to register as a political committee with the Commission; by failing to report its contributions and expenditures; by knowingly accepting contributions in excess of $5,000; and by knowingly accepting corporate and/or union contributions.2.Approve the factual and legal analysis, as recommended in the First General Counsel?s Report dated February 4, 2005. 3. ............
