DISPOSITION: Decided by vote 6-0 on an amended pre-meeting tally, to take the following actions with respect to MUR 5045: (1) Approve the conciliation agreement with Mr. Patrick J. Buchanan, as recommended in the General Counsel Report dated March 20, 2001. (2) Approve the conciliation agreement with Buchanan for President, Inc., as recommended in the General Counsel Report dated March 20, 2001. (3) Close the file. (4) Approve the appropriate letters.
Decided by vote 6-0 to: (1) Open a Matter Under Review. (2) Find RTB that Patrick J. Buchanan violated 26 U.S.C. 9035(a) by knowingly incurring expenditures from his personal funds in excess of the $50,000 limit. (3) Find RTB that Matching Funds, Inc., and Scott B. Mackenzie, as President violated 2 U.S.C. 441a(a) by making an excessive contribution to Buchanan for President, Inc. (4) Find RTB that Buchanan for President, Inc., and Angela Buchanan, as treasurer, violated 2 U.S.C. 441a(f) by knowingly accepting an excessive contribution. (5) Find RTB that Buchanan for President, Inc., and Angela Buchanan, as treasurer, violated 2 U.S.C. 434(b)(8) by failing to disclose the outstanding debt owed to Matching Funds, Inc. (6) Find RTB that Buchanan for President, Inc., and Angela Buchanan, as treasurer, violated 2 U.S.C. 434(b)(3)(A) by failing to collect and report contributor information. (7) Approve the factual and legal analyses, as recommended in the First General Counsel Report dated June 26, 2000. (8) Approve the appropriate letters, as recommended in the First General Counsel Report dated June 26, 2000.
