DISPOSITION: The Commission decided by a vote of 6-0
to take the following actions in MUR 5020:
1. Accept the conciliation agreement with Mirage Resorts, Inc.,
containing a provision agreed to by Punam Mathur, and close
the file as to Mirage Resorts, Inc. and Mirage Casino Resorts, Inc.,
as recommended in the General Counsel?s Report dated
February 3, 2005.
2. Accept the conciliation agreement with Atlantic City Showboat,
Inc., Marina Associates, David Jonas and Herbert Wolfe, take no
further action against Harrah?s Entertainment, Inc. and close the file
as to all these respondents, as recommended in the General
Counsel?s Report dated February 3, 2005.
3. Accept the conciliation agreement with Gormley for Senate Primary
Election Fund and Alan C. Staller, as treasurer, and close the file as
to them, as recommended in the General Counsel?s Report dated
February 3, 2005.
4. Take no further action against Punam Mathur, send a admonishment
letter, and close the file as to her.
5. Close the file in MUR 5020.
6. Approve the appropriate letters, as recommended in the General
Counsel?s Report dated February 3, 2005.
The Commission decided by a vote of 5-0 to take the following actions in MUR 5020: 1. Enter into pre-probable cause conciliation with Mirage Casino Resorts, Inc., and approve the conciliation agreement, as recommended in the General Counsel?s Report #4 dated November 9, 2004.2. Find reason to believe Punam Mathur violated 2 U.S.C.§ 441b(a).3. Enter into pre-probable cause conciliation with Punam Mathur, and approve the conciliation agreement, as recommended in the General Counsel?s Report #4 dated November 9, 2004. 4. Take no further action as to Steve Wynn and close the file as to him. 5. Take no further action as to Mark Juliano and close the file as to him.
6. Take no further action as to Richard ?Skip? Bronson and close the file as to him. 7. Enter into pre-probable cause conciliation with Gormley for Senate Primary Election Fund and Alan C. Stallar, as treasurer, and approve the conciliation agreement, as recommended in the General Counsel?s Report dated November 9, 2004. 8. Approve the appropriate letters, as recommended in the General Counsel?s Report #4 dated November 9, 2004.

Admonish Joseph R. Jingoli, Jr. and close the file as it pertains to him.
Decided by a vote of 6-0 to take the following actions in MUR 5020:
1.Close the file as to Donald Trump, Trump Hotel and Casino Resorts, Inc., Fred Buro, Mark Brown, and Lawrence Mullin.2.Approve the appropriate letters, as recommended in the Memorandum to the Commission dated August 26, 2003.
Decided by a vote of 5-0 to take the following action: 1. Take no further action as to Donald Trump, Trump Hotel and Casino Resorts, Inc., Fred Buro, Mark Brown, or Lawrence Mullin. 2. Find reason to believe that Joseph R. Jingoli,Jr., violated 2 U.S.C. § 441a(a). 3. Approve the Factual and Legal Analysis as recommended in the General Counsel's Report dated July 28, 2003; subject to revision by inserting the following sentence, where appropriate: The costs that an individual incurs in attending a campaign fundraising event merely as a contributor do not constitute in-kind contributions to the campaign and do not count againstthe individual's $1000 volunteer travelexemption under 2 U.S.C. § 431(8)(B)(iv) 4. Enter into pre-probable cause with Joseph R. Jingoli, Jr. and proceed as outlined pursuant to the meeting discussion. 5. (2) Take no action at this time regarding Trump Hotel and Casino Resorts, Inc., and Messrs, Donald J. Trump, Fred Buro, Mark Brown, and Lawrence Mullin, as officers.
(3) Find RTB that Donald J. Trump violated 2 U.S.C. 441a(a)(1)(A). (4) Find RTB that Harrah's Entertainment, Inc. violated 2 U.S.C. 441b(a). (5) Find RTB that Atlantic City Showboat, Inc. and Herbert Wolfe, as an officer, violated 2 U.S.C. 441b(a). (6) Find RTB that Marina Associates and David Jonas, as an officer, violated 2 U.S.C. 441b(a). (7) Find no RTB that Howard Jonas violated any provision of the Act and close the file regarding this respondent.
