(3) Find RTB that the Pakistani Physicians Public Affairs Committee knowingly and willfully violated 2 U.S.C. 434(a)(4)(A)(iii). (4) Find RTB that Dr. Parvez Shah, as treasurer, violated 2 U.S.C. 434(a)(4)(A)(iii). (5) Enter into conciliation prior to a finding of PCTB. (6) Approve the following, as recommended in the General Counsel Report dated March 17, 2000: a) Factual and Legal Analysis, b) conciliation agreement, with a revised civil penalty of $6000, and c) the appropriate letter.
