DISPOSITION: Decided by vote 6-0 to: (1) Accept the conciliation agreement with Vargas for Congress '96 and Deanna Liebergot, as treasurer, as recommended in the General Counsel Report dated February 23, 2001. (2) Close the file. (3) Approve the appropriate letters, as recommended in the General Counsel Report dated February 23, 2001.
Decided by vote 6-0 to: (1) Reject the General Counsel's recommendation to find PCTB that The Primacy Group and Larry Remer, Owner, violated 2 U.S.C. 441a, and instead take no further action. (2) Reject the General Counsel recommendation to find PCTB that Juan Vargas, Vargas for Congress '96 and Deanna Liebergot, as treasurer, violated 2 U.S.C. 441a(f), and instead take no further action. (3) Find PCTB that Vargas for Congress '96 and Deanna Liebergot, as treasurer, violated 2 U.S.C. 434(b). (4) Approve the conciliation agreement, as recommended in the General Counsel Report dated September 21, 2000, subject to the following revisions: a) Delete the portions related to violations of 2 U.S.C. 441a and 441a(f); and b) Modify the civil penalty amount to $2700. (5) Approve the appropriate letter, as recommended in the General Counsel Report dated September 21, 2000.
Decided by vote 5-0 to 1. Find RTB that Vargas for Congress '96 and Deanna Liebergot, as treasurer, violated 2 U.S.C. 434(b). 2. Take no further action against the Committee to Re-Elect Vargas and Deanna Liebergot, as treasurer. 3. Take no further action as to the allegation that Vargas for Congress '96 and Deanna Liebergot, as treasurer, violated 2 U.S.C. 441a(f) and 441b(a) by knowingly accepting excessive and prohibited contributions from the State Committee. 4. Enter into pre-probable cause conciliation with The Primacy Group/Larry Remer, Juan Vargas, and Vargas for Congress '96. 5. Approve the conciliation agreements as recommended in the GC Report dated November 19, 1999; subject to modification of the civil penalty to Three Thousand Dollars ($3000); and subject further to appropriate corrections pursuant to the meeting discussion. 6. Approve the appropriate letters.
