This response relates to a request for an advisory opinion, but is informational only and is not an advisory opinion because it is based in part on proposed regulations of the Commission which were submitted to Congress but not yet made effective. This response concerns the allocation of party overhead and operating expenditures between Federal and non-federal activities. This re: AOR is wholly superseded by AO 1978-10 Part A.
