Robert O. Tiernan

Mr. Tiernan was Commission Chairman between May 1979 and May 1980. He served as a Democratic Member of Congress from Rhode Island for eight years and, prior to that, as a State legislator for seven years. He was born in Providence, Rhode Island, and graduated from Providence College and Catholic University Law School. Mr. Tiernan was admitted to practice in all Federal courts, the State of Rhode Island and the District of Columbia. He held various national and State party positions. Originally appointed for two years, he received a five-year term upon reconstitution of the Commission. In August 1980, the American Bar Association appointed Mr. Tiernan to serve a one-year term as a member of its Advisory Commission to the Special Committee on Election Law and Voter Participation.
