Monthly: Committees that have been filing on a monthly basis in 2012, but whose candidates are not participating in the general election, have a choice between filing either the Pre- and Post-General Election Reports (see chart above) or Monthly Reports covering October and November (due November 20 and December 20, respectively).
Quarterly: Committees of candidates not participating in the general election need not file the Pre-and Post-General Election Reports. These committees, however, must continue filing on a quarterly basis.
Committees only active in past or future elections do not file the Pre-and Post-General Election Reports. These committees continue to file according to their regular reporting schedule (monthly or quarterly).

For candidates who ran in 2012 but did not participate in the general election, the reporting period for the Year-End Report spans two election cycles. For this report only, committees should instead use the Post-Election Detailed Summary Page (FEC Form 3, Pages 5-8) [PDF]. Committees should not use the normal Detailed Summary Page.
1 These dates indicate the end of the reporting period. A reporting period always begins the day after the closing date of the last report filed. If the committee is new and has not previously filed a report, the first report must cover all activity that occurred before the committee registered up through the close of books for the first report due.
2 Committees not required to file on a monthly schedule during 2012, and whose candidates are not participating in the general election, need not file the Pre- and Post-General Election Reports. These committees, however, must continue to file on a quarterly basis.
