Office of Congressional, Legislative and Intergovernmental Affairs

The Office serves as the primary liaison with Congress and Executive Branch agencies. It is responsible for keeping Members of Congress apprised of Commission decisions, and serves as the agency’s point of contact for general advice and information to help lawmakers in their deliberations on proposed amendments to the campaign finance law. The staff monitors ongoing legislative activities and initiatives on Capitol Hill that affect the Commission and its mission. It also coordinates the preparation of Congressional testimony and responds to Congressional inquiries concerning FEC policies and programs. In addition, the Office acts as the primary Congressional contact on appropriations issues.

J. Duane Pugh, Acting Director, Office of Congressional, Legislative and Intergovernmental Affairs

Duane Pugh joined the FEC Office of Congressional, Legislative and Intergovernmental Affairs in April 2007 and was named Deputy Director in August and Acting Director in December. He joined the FEC in 1997 and held a variety of positions in the Policy and Public Financing Divisions of the Office of the General Counsel. Previously, Duane was an associate at the Dow, Lohnes & Albertson law firm, where his practice included Federal Election Campaign Act, Lobbying Disclosure Act and state campaign finance matters. He has also worked on Capitol Hill in the New York State Senate Office for Federal Relations. Duane is a graduate of Cornell University and the University of Pennsylvania Law School.
