Good morning. Open Meeting of July, 29, 2021 will come to order. The first item is PACMS submitted by Mr. Dan backer. We are joined by Mr. backer, and like to say welcome. Agenda document 2131 a is a draft response to an advisory request submitted by PACMS. It was treated as a partnership with federal tax purposes with the S corporation. And I several questions regarding whether it may allow individuals to solicit and make contributions before committees via its own form. The draft concludes that the act would not prohibit proposed services and that the proposed services would not call PACMS to make, facilitate or be a conduit to contributions to incur registration or pre-registrations or be a commercial vendor under 11 CFR 114 port 2F. Per 1.61.2 C. The draft also concludes that PACMS may allow individuals and corporations and trade associations acting in the capacities to solicit contributions via its online platform. We received no comment on request of the draft. I'd be happy to answer any questions that you may have. Thank you, are there any questions for Mr. backer? Commissioner Weintraub? I know I learned a lot from the questions we had, I'd like to suggest one small memo to the draft that on the first page where it said the facts presented to this advisory is based on the letter received on May 17, 2021, and your emails received on June 29 and June 2021, that we add a phrase, on the information conveyed in the meeting of July 15, 2021. A draft notification of availability in response to a petition for rulemaking received from the campaign little single in the science on policy at Duke University. The position asked the commission to amend its regulation regarding reporting expenditures and disbursements for independent expenditures for electioneering commissions. [ Indiscernible ] to itemize certain payments made by vendors to others . If approved, the draft NOA will be published in the Federal Register and the commission will receive public comments on the commission for a period of 60 days. Thank you. I was happy to see this petition filed having participant with a forum for both of these individuals, or these entities. And I'm excited to see that they've put this before the commission. I will be supporting this at this level right now, it's administrated but I am excited to see whatever comments we might be receiving that would help us choose this. You know, it's always a little awkward in these proceedings because it says notice of availability, we will not consider the merits of the proposal until we actually received comments. This is required by law, and I think by which, so echoing the thoughts of the chair, and also add that I look forward to the comments . I hope that they reflect the full range of advantages and distant advantages of the commission can continue to consider the merits of this proposal as the greatest possible view of its effects.
