Office of the Staff Director
The Staff Director is one of three statutory positions and is responsible for serving as the chief administrative and management officer of the Commission with ultimate supervision of the operation of all divisions with certain exceptions relating to the Office of General Counsel, the Inspector General and the Chief Financial Officer. The Staff Director is directly accountable to the Commission for the performance of all Divisions within his purview and works with the Commission to ensure the agency’s mission is met economically, efficiently, and professionally.

Office of the Deputy Staff Director for Management and Administration
The Deputy Staff Director for Management and Administration serves as the de facto deputy to the Staff Director and works closely with the Staff Director on meeting a variety of agency-wide administrative and management challenges. The incumbent serves as the first-line supervisor to the Administrative Officer, Commission Secretary, and Human Resources Director, and is the agency Chief Human Capital Officer.
Ms. Brown joined the FEC as a Reports Analysis Division (RAD) Campaign Finance Analyst in 2001. She has served the Commission in several capacities including: RAD Assistant Branch Chief, Reviewing Officer, Supervisory Human Resources Specialist, Management and Program Analyst, Commission Secretary and Audit Director. Ms. Brown received her B.S. in Public Relations from James Madison University and her Master of Divinity from the Samuel Dewitt Proctor School of Theology at Virginia Union University.

The Chief Compliance Officer provides leadership to the Commission’s disclosure and compliance programs. The Compliance Officer’s primary responsibilities are monitoring and overseeing the operations of the Audit Division, Reports Analysis Division, Office of Administrative Review, and Alternate Dispute Resolution Office.
Prior to joining the FEC as the RAD Compliance Branch Chief in February 2004, Mrs. Orrock worked within the financial industry as a senior operations and customer relations manager. Prior to this, she served in the United States Army as an Interrogator/Debriefer. Mrs. Orrock received her Bachelor of International Affairs from Mary Washington University and her M.B.A from Strayer University.

The Equal Employment Opportunity Office (EEO) advises and assists the FEC Commissioners and other principal officers of the Commission in carrying out their responsibilities relative to Title VII of the Civil Rights Act of 1964, as amended and other laws, executive orders and regulatory guidelines affecting affirmative employment and non-discrimination in the federal sector. The office administers and ensures compliance with applicable laws, regulations, policies and guidance that prohibit discrimination in the federal workplace based on age (40 and over), disability, equal pay/compensation, genetic information, harassment, national origin, pregnancy, race/color, religion, retaliation, sex and sexual harassment.
