COMMISSION MEETINGS AND HEARINGS

ADVISORY OPINIONS

Supplement Received

AOR 2013-18 (Revolution Messaging, LLC). On February 4, the Commission made public a supplement to Advisory Opinion Request 2013-18 from Revolution Messaging. The requestor asks whether the proposed mobile phone banner advertisements are exempt from the disclaimer requirement of the Federal Election Campaign Act of 1971, as amended.

MUR 6758
COMPLAINANT: FEC-Initiated
RESPONDENTS: Rob Zerban for Congress and Randy Bryce, in his official capacity as treasurer
SUBJECT: In the normal course of carrying out its supervisory responsibilities, the Commission initiated proceedings and found reason to believe that Rob Zerban for Congress and Bryce, in his official capacity as treasurer, (the Committee) failed to disclose $438,682.66 in disbursements on a pre-general report. Zerban was a 2012 candidate for Wisconsin’s 1st Congressional District.
DISPOSITION: The Commission entered into a conciliation agreement providing for the Committee to pay a civil penalty of $8,500.

ADMINISTRATIVE FINES

The Commission made public three campaign finance enforcement matters that were resolved through its Administrative Fines (AF) program, as follows. For more information, see the case documents in the Enforcement Query System.

AF 2686 – Trust Women PAC and Tiffany Reynolds-Richardson, in her official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $3,712.

AF 2760 – Oklahoma Leadership Council and Anthony J. Ferate, in his official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $320.

AF 2764 – Jesse Young for US Congress and Jan Brainard, in her official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $3,520.

LITIGATION

Libertarian National Committee, Inc. v. FEC (Case 13-5094). On February 7, the United States Court of Appeals for the District of Columbia Circuit issued a Per Curiam Order, granting the Commission’s motion for summary affirmance.

OUTREACH

On February 5, Chairman Lee Goodman met with a multinational group of civic, political, and governmental leaders to discuss transparency and accountability as they apply to the work of the Commission as part of the State Department's International Visitor Leadership Program.

The Commission posted the filing deadlines for the Senate Special Election in Oklahoma. For information on reporting dates for this election, refer to the Special Election Report Notice.

The FEC Annual Reports from 1975-2006 are now available on the website. Beginning in 2007, the Commission consolidated its Annual Report with its Performance and Accountability Report (PAR) to provide a single account of the agency's activities for each fiscal year.
