|Advisory to Editors, Correspondents, Broadcasters On Soft Money Rules E & J|
|The Federal Election Commission (FEC) on July 15 approved by a tally vote
of 4 - 2 the Explanation and Justification (E&J) for rules to implement part of the
Bipartisan Campaign Reform Act (BCRA).
This rulemaking focused on sections of the act that prohibit national parties from raising or spending non-federal funds (soft money) and restrict other fundraising and spending activity by state and local parties, candidates and elected officials. The rules themselves were passed by the FEC on June 22, 2002, meeting a 90-day deadline for rulemaking included in the statute.
Voting in the affirmative for the E&J were Chairman David M. Mason, Vice Chairman Karl J. Sandstrom, Commissioner Bradley A. Smith, and Commissioner Michael E. Toner. Objecting for the record were Commissioner Danny L. McDonald and Commissioner Scott E. Thomas.
The Explanation and Justification, along with the final rules, are available from the FECs web site at http://www.fec.gov/register.htm, and a limited number of hard copies are available from the FEC Press Office. The E&J and final rules will be transmitted this week to Congress, and to the Federal Register for publication.
