ADVISORY TO EDITORS, CORRESPONDENTS, DAYBOOKS

The Federal Election Commission is extending the public comment period and changing the date of a hearing on proposed rules relating to the receipt and use of prohibited and excessive contributions, also known as "soft money," by national, state, and local party committees.

The comment period is being extended from September 11, 1998, to October 2. A hearing on the proposed rulemaking, previously slated for September 23, has been rescheduled for October 21. Requests to testify at the hearing are also due by the October 2 comment deadline.

The proposed rulemaking emanated from separate petitions filed in 1997 by the President of the United States and five Members of Congress.

As stipulated in a July 10 news release, comments and requests to testify should be directed to Susan E. Propper, Assistant General Counsel, 999 E St., NW, Washington, DC 20463. Faxed comments should be sent to 202-219-3923, with printed copy follow-up. Electronic mail comments should be sent to softmoneynpr@fec.gov.
