Explanations and Justifications conversion index for 1979 and 1980 regulations

As a result of the 1979 Amendments to the Federal Election Campaign Act (the Act), the regulations were reorganized and many citations were changed. This conversion index sorts out the changes that occurred to Parts 100-115 and 9008. However, the table does not include those sections that were not altered by the 1979 Amendments and the resulting revisions to the regulations. Note: in 2014, federal campaign finance statutes previously cited under Title 2 of the United States Code (U.S.C.) were relocated to Title 52.

The column titles read from left to right as follows:

  • 1980 U.S. Code Cites: The Act as arranged following the 1979 Amendments.
  • 1980 Regulations and topic: The regulations as amended in 1980.
  • 1979 Regulations and topic: The regulations as they stood immediately preceding the 1979 Amendments.
  • 1979 U.S. Code Cites: The Act as it stood immediately preceding the 1979 Amendments.

To look up an Explanation and Justification for a particular citation and year listed in the index, refer to the Citation Index and the Chronological Index.
