This office develops the Commission's strategic plan and budget and, each fiscal year, prepares a management plan determining the allocation and use of resources throughout the agency. The Budget Office monitors adherence to the plan and provides monthly reports measuring the progress of each division in achieving the plan's objectives.
Gilbert has worked for the Federal Government since 1986. His experience includes 13 years with the U. S. Postal Service (USPS) and 12 with the General Services Administration (GSA), before joining the FEC. His financial experience includes assignments as a Career Ladder Accountant, Program Performance Analyst and Financial Analyst at USPS Headquarters. With GSA he gained budget and financial experience as a Financial Management Analyst and a Supervisory Program Analyst. His education includes a B. S. degree in Business Administration from Florida A and M University, and a MBA in Accounting from LaSalle University (Philadelphia PA). In March 2010 he completed the Harvard Kennedy School, Senior Executive Fellows program.
