This office develops the Commission's strategic plan and budget and, each fiscal year, prepares a management plan determining the allocation and use of resources throughout the agency. The Budget Office monitors adherence to the plan and provides monthly reports measuring the progress of each division in achieving the plan's objectives.

As Budget Director Rich brings nearly 20 years of budgetary experience with the Office of Management and Budget, the Appalachian Regional Commission, the Food and Drug Administration and most recently with the Broadcasting Board of Governors. He also served as a Peace Corps Volunteer in Liberia and earned a BA in Political Science at Michigan State University and an MS in Agricultural Economics at the University of Illinois. |
