Office of the Chief Financial Officer

The Office of the Chief Financial Officer has leadership responsibility for all finance functions, including contracting, accounting and budgeting.

Chief Financial Officer

John Quinlan serves as the Federal Election Commission’s (FEC) Chief Officer. In this position, he oversees the FEC’s finances, including development of its budget, accounting activities and procurement. Prior to joining the FEC, John served as Deputy Chief Financial Officer at the First Responder Network Authority. In this role, he directed development of a multi-billion dollar self-funding business model to deploy the nationwide public safety broadband network through a public-private partnership with AT&T. He also worked at the Office of Management and Budget (OMB), where he supported the appropriations, regulatory development and legislative processes. While at OMB, he led and supported efforts to help American businesses by making additional wireless spectrum available, encouraging small business growth and promoting efficient government operations. John holds a Bachelor’s degree in economics and political science from the University of Washington and Master’s degree in Public Policy from Johns Hopkins University.

Budget Office

This office develops the Commission's strategic plan and budget and, each fiscal year, prepares a management plan determining the allocation and use of resources throughout the agency. The Budget Office monitors adherence to the plan and provides monthly reports measuring the progress of each division in achieving the plan's objectives.

Director of Budget

James Gerber serves as the FEC's Budget Director. In this position, he oversees the development of the FEC budget and ensures all requirements and obligations are funded. Prior to joining the FEC, James served as the Budget Officer for the Selective Service System. In this role, he also directed the development and execution of the agency’s budget, and had additional duties overseeing contracting and logistics. He previously served as a budget analyst with the Department of the Interior and with Navy’s Judge Advocate General. James holds a Bachelor’s degree in Asian Studies from Washington State University and a Master’s degree in Management from the Naval Postgraduate School.

Finance Office

The Finance Office administers the Commission's accounting operations. With responsibility for both internal and external accounting, the office ensures the accuracy and transparency of the Commission's financial records. In addition, the Finance Office collaborates with the Office of Inspector General and independent auditors to provide necessary information and ensure compliance with relevant regulations for the financial statement audit. Finance also oversees reconciliations of accounts payable, fixed assets, and accounts receivable, ensuring that transactions are properly recorded and accounted for.

Procurement and Contracting Office

Director of Procurement

Pamela (Pam) Jones serves as the Federal Election Commission’s (FEC) Procurement Director. In this position, she oversees the execution of FEC’s contracts. Prior to joining the FEC, Pam’s work history started as a Contract Specialist and then evolved to a Contracting Officer (CO) working at several civilian government agencies as well as with DOD. Pam holds a Bachelor’s degree in Procurement and Public Contracting from the University of the District of Columbia, a Master’s certificate in Contracting from George Washington University as well as a Level III certification from the Federal Acquisition Institute.
